Inquisitional Intelligence:
The Herald
Head Spymaster and Right Hand of Kraft, the Prophet. Handles all high level espionage effort planning, and has absolute final say in Intelligence matters.
Spymasters
The Herald's aids, so to speak, but the term "aid" doesn't do justice to the power they hold. Still, it's mostly an office job where they handle all the paperwork and organizational tasks. They are the regional heads of the Herald's intelligence efforts. They tend to be veteran operatives with heads for numbers, though a some are veteran assassins who "retired" to quieter work.
Assassins
The men and women in charge of killing the Prophet's political enemies. While some are more high profile than others, the job itself is very discreet due to the secrecy required, and only the Herald knows exactly how many there are. Low level assassins are constrained to specific hits, while veteran assassins tend to have more freedom in how they do their job. Most are very skilled combatants, but their techniques can vary wildly, and some of the Herald's better agents have ended dozens of lives without ever using a weapon.
Operatives
Equal to assassins in clout but different in function. Operatives focus on complimentary tasks like misinformation, propaganda, counter-espionage, and high level intelligence gathering. They serve as the field agents of the spymasters, doing the legwork that the spymasters cannot. If assassins are the Herald's hands and feet, operatives are his eyes, ears, and occasionally mouth. Some are trained killers, but normally resorts to violence are frowned upon and are seen as the sign of a sloppy operative. Spymasters prefer kills planned and accounted for.
Observers
Observers are the information gathering grunts of the Inquisitional underworld. They are the men and women that find and organize information into something usable and actionable. They largely operatives and assassins. Most observers do much of their own investigatory work, but many utilize informants whenever they can, as they can't be everywhere at once. Some of the best observers have their operations running like well oiled machines and rarely do work outside of rendezvousing with their informants.
Informants
The lowest rung of the Inquisitional Intelligence. Informants are trusted points of contact that observers use to collect information, while having little to no insight to intelligence operations. While career informants do exist, they are typically regular people given a single routine job, such as monitoring a location, person, or organization, that they report on when required. They perform said duties until their services are no longer required, and then are hopefully paid and dismissed.
