So since this one is mostly color, I made some changes. Everything in the red box definitely could use some better shading. Also there's black in there that doesn't need to be there, and a couple of pixels that just look off colored. Everything in the blue box was a bit wonky due to color choice. The green is fine, but there was light purple in there from a FE6/FE7 sprite that shouldn't be there due to the fact you're going with a darker outline. I changed it for you. In that same vein, the hair was way too neon for me. I know that's the color she's always had, but I think it would look better with a more muted teal. Hair normally does. I took the palette from the sash off of that orange haired guy from FE8, then, because the hair requires four shades, brightened the darkest color to make a third shade between the middle shade and the darkest shade.

How would I fix the shading, it looks wrong on Kyle's right arm. Along with anything else.

Which arm are you talking about? Because they're both kind of wrong.
When shading clothing, you need to simulate the waves and wrinkles in the fabric, and how the light would illuminate (or not illuminate) them.
On the right (our left) arm, it just gets darker as it goes down, which isn't accurate. Going off of how the rest of the mug is shaded, the light is coming fairly straight on, as if their was a light source slightly to the right of us, the viewer. The means things aren't going to get darker going down, they're going to get darker the further they go from us, or if something, like a nose, gets in the way. So for his right (our left) arm, you're going to reorient the shading like how it is in the original Kyle sprite.
On the left (our right) arm, you just have two thin lines, which just translates into two really small wrinkles. But shirts don't really wrinkle like that, and if anything it looks like the part in the middle of the shoulder is caving in, which doesn't make much sense with an arm there. It doesn't give a very good idea of texture. Again, look at the original Kyle mug. The thin line on the left (our left) is a small wrinkle where the sleeves is interacting with the armpit, while the wrinkle on the right (our right) is a larger dip in the overall sleeve of the shirt, simulating how shirts aren't usually flat, taut fabric.

Revised Willow with shading tweaked on our right shoulder, as per the directive. Not sure if I got it exactly right. When I spliced the three together, I put Louise's face on Natasha's head and robe-hood-thing, and then tried to drop that onto the Valkyrie from FE6 who I just cannot remember her name. Cecilia, or Celice, or something like that. Anyway, I tried to shade it to suggest that the pauldron was still under the white hood apparatus. Does it accomplish that?

It does, though it shouldn't be curving down at the end, since the pauldron keeps going.
Only issues I see now are that your border is too thick in the spot I identified earlier (the outline should only ever be one pixel) and a couple of stray brown pixels on the right (her left) pauldron.

The shoulders drop off a little sharply. Maybe bring them out just a touch?

Excellent. Now you might want to add some shading to her forehead under the hood. Maybe just one line's worth of pixels.

Edited Willow. Ryu's still coming very slowly; I can't get it to look quite as I think it should.

Better. I'd say now to focus on cleaning up the stray pixels around the end of her hair and her chest.

Pretty solid work. Only two suggestions:
1. Put a purple outline between her collar and her right (our left) braid 2. Put her left hair "chunk" on the other side of her breasts. It looks kind of weird just going right over them.
