Not too long ago, Light magic and Dark magic tomes were given a few changes. Most notable was that their specialization was given a wider spectrum with buffs for the Light side and debuffs for the Dark side. Now that the buffs are in place, Light/Dark magic tomes are a little bit weaker than Anima tomes. It really depends on how you look at it to say which is more useful: buffs or power.
So rather than deciding for a weaker variant of magic with stat ups/downs or just raw power, we could have both available for purchase in the same tome.
It could work kind of how the new system for the magic weapons does. You pick either a unique power for your tome at the cost of it not having buffs, or a unique buff/debuff power at the cost of the spell not being as strong. The long range tomes, as well as the basic and ultimate tomes would still function as they always have. Having both variants of a tome compacted into one tome with powers chosen by the player (either power or buffs) would give the classes the same weapons before with an optional twist on them. A wider variety of choice would give spells much more freedom in the RP.

Just wanted to pop in and say this has been read, and there is a change in the works that should address this, although not exactly in the way you've described.
