Personality: He is a smart and generally kind and caring man who cares deeply about his country and the world. While although he can be prepared for many things strategically, it is quite easy to knock him off his guard in person, when not in battle. He also wants the who rebellion to end without bloodshed, but he knows that is highly unlikely and will do whatever it takes to end this conflict quickly. While protecting his troops as much as possible.
Appearance: Standing at an even 6 foot he is slightly taller than average, while also having broad shoulders to give him a commanding stature despite he kind nature. He also has blue hair and blue eyes and can usually be seen wearing a pear of spectacles, although he does not need them they help him focus. He also wears above average quality robes that are designed to help shrug off weaker attacks and a set of tough leather armor underneath.

Story***: Hektor was born to a poor family family deep within the mountains of Bern in a tiny village. The village was one that wasn't able to make everything that it needed due to the fact that there was very little land to farm. His family had the honor of being the ones to scavenge around the mountains looking for food and other tings the village needed, or could use. Even for all the work his family did they got very little money, nut most of which they saved up for their child, keeping little for themselves to use to the point of malnourishment. One fateful day however, the family's lives would change forever. One day an earthquake like no other triggered a landslide that flattened the small mountain village to naught but rubble.
It was less than a couple of days before help parties began to arrive on site to evacuate people to other cities throughout Bern, as the town would take too much to rebuild. Once the death tolls were counted up, there were 124 dead, over half of the village people were gone forever, including the few friends Hektor made in his past 12 years of life. As they began the tally on who was still alive and where people were going, horror hit both Hektor and his parents as they realized that they would be split up. Hektor would be sent to the capital city, because he was too young, while his parents would be sent away to some obscure part of the country to act as workers. They were devastated. With tears in their eyes, his parents passed on their family heirloom. The heirloom was an ornate tarnished silver staff with a gem at the tip, the only remnant from when the family held any power. After exchanging their final goodbyes, the caravans departed from those small mountain ruins forever.
Once he got to the capital, he was placed in a slightly wealthy family that were unable to have children of their own, so they were delighted at the chance to have a kid of their own. At first Hektor was very shy around them, not wanting to talk to them for fear of them not liking him. Eventually the kind couple got Hektor to open up to them, and from then on Hektor's life took a complete U-turn, turning into what could be considered happiness, even though the thoughts of his real parents were constantly in his mind.
Once they got him to open up, they saw how kind of a kid Hektor really was. He was always happy to help out around the house or where ever it was needed. They even enrolled him in a private school where they began to see how bright of a child he was, he quickly caught up to where he should have been for his age and even then rose to the top of his class. Even though he was at the top of his class he quickly made very many friends from every 'group' of the school, he was often seen as the person to settle differences as he began to display leadership qualities and flair for public speaking. With most of any possible school quarrels out of the way Hektor was able to double his focus on his studies and graduated a little bit early at the age of 16. But there was one topic in school that he wasn't able to entirely comprehend and that excited him to no end. that topic? Magic.
Being a good kid he did not try to hide this interest from his adoptive parents, as he did not know if it was bad or not. But his foster parents were actually elated that he showed interest in the subject, for they themselves dabbled in magic and they ended up gifting him his first magic tome which he still carries around with him to this day. After his foster parents taught him everything they knew he quickly ended up surpassing them. He would continue practicing magic with them, slowly unlocking it's secrets until he turned 18 an decided to enter the military much to the dismay of his foster parents.
His military career went smoothly enough, he was able to get into command of his own detachment before the bandit wars happened, and when Bern jumped in on the side of the bandits, Hektor and his men disappeared, for Hektor did not believe that joining the war on this side was in the best intrest for his country or for the world, so his group carefully picked their fights only fighting the bandits, never Bern troops. Never. His group used hit and run tactics so effectively that they rarely ever lost a man; some of the few lost were ones that tried to loot or pillage, that was strictly never allowed unless it was off of the corpse of an enemy bandit.
After the war was ended by a group unknown to Hektor, his platoon came out of the shadow and emerged loyal to the 'new' leader of Bern. Although he wasn't the happiest person about someone from not from Bern being on the throne, he accepted it none the less as it was for the best right now. For his loyalty and skills as a tactician and a leader he was promoted to control of an entire army. Eventually there were rumors of a rebellion starting up and he was contacted by someone who wanted to recruit him into it with his men. Hektor turned them down and reported it; it turned out that that operative was just a test of loyalty to see where he would lay. As he passed the test he was promoted once more, by Sasuke himself, to where he controlled the entire eastern half of Bern. He was picked for this position because of not only his tactical abilities, but for his kindness, his virtues, and his ability to rally people to fight for his cause.
Now just starting out in that position he is ready to combat the rebellion and restore peace to his country so they can focus on more important things.
