Kefka is an overrated, depthless "insanity" villain.
Joker predated him by at least 40 years.

Still, Kefka actually got something done. He became almost a literal god and destroyed the entire world before he fell. Kuja was on the same boat, but had far better development.
And it's not like Kefka is has no backstory. As far as I remember, it was said in FFVI that Kefka was the first human they tried to infuse with magic, before they even got hold of Espers. It was successful, but at the cost of his sanity.
IMO, Kuja > Kefka. And I don't remember Ex-Death doing much in FFV. Sure, he tried to "get the power of the void", but after getting a certain amount he simply went nuts, became a monster and died shortly after. As for Luca Blight, I'm not even sure which game he's from.
(also edited Richter's post to make Luca's image into a link. The stretching was annoying)

It's true that Kefka DID actually get something done, but if we're judging villain quality based on how long somebody has ruled the world and achieved god status, Mithos Yggdrasil beats all. I don't think Kefka is a BAD villain by any means, and he definitely puts Sephiroth to shame (citing the hundreds of Kefka vs Sephiroth arguments) but his backstory is little more than a science experiment gone wrong.
As much as I like Ex-Death, it was mostly a joke, as is Ex-Death, considering FFV is one big parody. I mean, come on, he's a giant Tree filled with hundreds of evil demons that manifested itself into armor. It's like "You want a villain? We'll give you one so stereotypically evil that only the power of light warriors from the past can save you."
Luca Blight is from Suikoden II. He's one of my favorite villains.

I still don't know how I was able to beat Luca. I think I had one character left at 50hp when I defeated him.

It might be just me, but I don't remember Mithos doing much after separating the world into two.
Also, the villains in Half-Minute Hero are far more impressive as far as power goes. It takes them 30 seconds to cast a world-destroying spell. And if not for the (bitchy) Time Goddess, that'd be all the time you have.

He set up an entire religion which worshipped his sister in order to keep sending bodies for her to eventually inhabit, in the mean time ruling over Cruxis as an angel-god, and sicked the Desians on the world for the sole purpose of harvesting people. Practically everything about the worlds the way they are at the time when the game begins is due to Mithos and Cruxis. And I've never played Half-Minute hero, but I hear it's good.

Hm. Now that I think about it, you're right(and I feel pretty damn stupid). As for Half-Minute Hero, the game is a parody of RPGs(the other modes are slightly less so, but not by much. There's also Strategy, Shoot 'Em Up and Defense modes). The game uses pseudo-old school graphics and gives you 30 seconds to beat whatever map you're in. You can, however, pay an ever increasing amount of gold to have the Time Goddess reverse time and give you your 30 seconds back(without losing level or equipment bought). Stages can take either a single second or up to however much you want(as long as you farm the cash!). Obviously, the faster you clear the stage the better. There's also achievement-like titles you can get(that do absolutely nothing themselves. At best, doing whatever it is that gave you the title also gives you a piece of equipment or something). The dialogue is mostly jokes and silly talk and the music is awesome( www.youtube.com/watch?v=BP0bOfBjZcU , for example). To be honest, it's probably a hit or miss, but you'd have to play it to know if you truly like the game.
