A tribe on the smaller side, the Miagani live in southern Sacae in proximity to Lycia. This has caused several of the tribes members, including Chelsea's father Rissen, so marry with Lycians instead of other Sacaens. While this practice has drawn the ire of a few other tribes, the Miagani think little of it. The size of the tribe could be considered larger if members of the tribe who have left Sacae to live a life in Lycia are included. A peaceful tribe of hunters who the keep mostly to themselves, they will sometimes trade with various territories of Lycia if the need arises.

Tribe: Baarin (The Watchful Blades) Warriors: Myrmidon Branch Size: 45. 15 Warriors/ 30 Civilians. Area: Southern Sacae Chief: Delger - Age 28. Swordmaster. Characters: None.
Culture: The Baarin are at their core, hunters. However, they run into two issues with being called hunters, the use of bows is taboo, and they do not eat what they hunt. The mountains in the center of Elibe have long been home to various bandit organizations, and the Baarin tribe has long hunted those bandits. Constantly moving up and down at the base of the mountain range, the Baarin tribe seeks to retaliate against the bandits for the many lives lost all around Elibe.
The only times hunting alone is permitted are: A rite of passage or a death sentence. At fifteen, it is expected that any boy or girl who chose to learn the sword is capable of holding their own with the bandits of the mountain. At midday on the anniversary of their birth, they must climb the mountain alone with only a sword, a waterskin, and a pack of food, and return within a week with some trophy of a kill. Upon breaking a law within the tribe, one can be sent into the mountain, with the expectation that they will give their life fighting bandits.
Due to the traditions of the Baarin, there are not many of them. A few of their people decide to be artisans, and have sons and daughters who dream of being warriors. Due to the high mortality rate of warriors, they will often have children at an incredibly young age. A chief is not chosen for hereditary reasons, but rather for fighting skill, as most chiefs die within five years of taking their position, and the line of succession would quickly peter out.

These group of people make a living by observing the cosmos and hunting in the mountains. They believe that everyone is connected to the stars and planets in some way. They're chieftain is a powerful seerer who is rumored to see the future. They are phenomenal map makers and star charters.

This tribe makes a living in the mountains of the Sacae Bern border. They are a hardy folk that live off the land. they make a living to the outside world as lumberjacks and miners. They worship mother earth and father sky. but they have a mountain deity whom fits the description of a dragon. In one if their creation myths the "Dragon" was slain by first man accidentally. From the dragon's body emerged wyverns, and they are seen as sacred creatures to the tribe.
Ok. I think that covers some of the npc tribes Duma has met.

Tribe: City of Heroes, Formally known as the Wind Tiger Tribe Warriors: Various Size: Numbers always changing, growing in size and shrinking. Area: Near the South-Eastern coast line Chief: Kenshin Characters: Kenshin, Katara, Dirk
Culture: The original Wind Tiger tribe was almost completely wiped out by bandits bar for Kenshin and Matis. After the defeat of Hargus Kenshin had sought out to restart his tribe with his soon to be wife and cousin. It was meant to be a home for Sacaens who lost their tribe due to rivalries, bandits, or natural disasters or Sacaens who were exiled from their tribe. The tribe's size had quickly grew based on Sacaens looking for a place to call home, with many of the founding members being heroes of the Bandit War it was often referred to as 'City of Heroes' which the name had stuck and replaced the Wind Tiger Tribe. Sacaens from all walks of life had joined and left the tribe, as well as non Sacaens seeking the simple life, all was welcome here.
The core belief of the tribe came from Kenshin himself, they were not to judge anybody seeking refuge in the tribe. He too once lost his tribe and had done his fair share of things he wasn't proud of. If they couldn't accept a new comer based on their past, then they couldn't accept the man they called their leader.

Culture: The tribe is known for their swift of feet warriors. The Solune style as they call it relies upon moving faster than most would believe physically possible. Though it is every warriors goal to achieve such ability few ever do. It is said that the tribe's founder was even quick enough to run across the water.
The tribe is not one to use as an example if you wish to combat the savages perspective however. They are deep rooted in the wild and use tribal paints and brands frequently. Most scoff at the city of heroes and no aid was provided by them during the siege. Many of their rituals include climbing waterfalls and recently, hunting a large monstrous beast, such as a bael, alone.

Though all are trained in combat, there are eight hundred actual "Warriors" Area: A long stretch along Eastern Sacae, between Ilia and the City of Heroes, along the coast. Culture: The Temulun tribe has a deep rooted rule of Strong shall Survive which causes them to respect strength no matter the source. Be it in will power, or physical prowess, they are not beneath acknowledging another's strength for what it is. The Temulun are notorious for ferocity and a ruthless fighting style. Relentless and constantly pressing the enemy they will strike tirelessly to break down their foes through sheer asserted aggression. They are a strong people, unwilling to submit to any foe and will throw the entirety of their skill and might behind each blow. They are trained in this regard, from childhood, to fight impossible odds. They fight so that should they fall, it would be a story worthy of telling to the last. So that when they fall they have thrown the fury of the Temulun into their strikes and against their foe. If they fight with a mentality that welcomes challenge, invites death itself, they can fight without reservation or fear.
This nature also however brings about a great distaste towards those who are unwilling to help themselves. Where most would find pity in such helplessness, they find a sensation almost at contempt. As a tribe that lives along the coast, they are very skilled at fishing and trapping aquatic life for food. Though still very skilled hunters, and better acclimated towards this lifestyle. They are however stalwart allies, and unwavering in any conflict. While they speak the sacaen language known to most tribes, they also have a twisted version of it almost exlusively spoken among their own. This is a habit started long ago, to prevent other tribes rivaling them from being able to understand their communication as easily

Tribe: Kutolah (Some Translations: The Just Horse) Warriors: Mrymidon Branch, Nomad Branch
Size: Approximately 4,700. This number is only for the branch that are strictly Kutolah, many smaller tribes scattered across Sacae answer to the chief of the Kutolah.
Area: Western Sacae
Chief: Ganbayar - Forty-Six Year old chief, became chief during the bandit war, during which he was instrumental in defending his tribe, and keeping the main branch united. He currently has twenty-one blood riders. He is a man of tradition, and does not take kindly to dissent.
Characters: None that I can think of.
Culture: Considered by many to be the strongest of the great three, the Kutolah are prepared for war at the first shot of an enemy arrow. From a young age, children are taught the bow, the sword, and the horse. As children, they are selected for a few possible positions in the tribe, lawyers, shamans, doctors, and artisans. Any who are not seen to show traits that would help them in these areas are given the much broader but equally important job: Hunter and Warrior.
The most unique position in the Kutolah tribe, and the one most unfamiliar to outsiders, is that of the shaman. Shamanism is the practice of spiritual medicine, ancestral worship, deity worship, weather and future prediction, as well as leading the cult of nature. Spiritual medicine is the use of herbs and remedies not considered literal medicine to heal ailments. Ancestral and Deity worship is the process of praying to the dead of a tribe, and the worship of the Sky Father, Earth Mother, and 55 lesser benevolent gods (to most Sacaens outside of the shamans, the Sky Father and Earth Mother are the only gods worshipped). The weather is predicted through a process of watching clouds, and the future by the throwing of bones and sticks. The cult of nature is the belief that by cultivating plants and keeping the hunting of animals to a minimum, the lives of humans are enriched.
The practice of law and medicine are as advanced as most practices in Bern. Many apprentice doctors are actually sent to Edessa or Lycia to learn newer medical practices. Law debates are held in front of a tribunal panel and a verdict is reached by five judges appointed by the current chief.
The Chief can be any child of the previous chief, or if the chief has no surviving heir, one of their cousins, siblings, or blood riders will take the position. The children of the chief are put through the most rigorous work of all the children in the tribe, in order to forge them into powerful leaders. Every year, on the chief’s birthday, they will tell their blood riders which child they believe is the best fit for chief, but usually this changes as the children all reach maturity.
At the age of thirteen, the child of a chief may begin forming blood oaths with the boys and girls around them. A blood oath to a member of the line of Hanon as the chief’s family is called, binds one as a blood rider until they die, preferably before the chief. A blood rider is expected to throw their life down for their chief, and be willing to follow the chief into the mouth of hell. When a new leader is selected after the former dies, it is not uncommon for the children not selected to flee the tribe, often forming the new branches with minor ties to the larger Kutolah clan. When this happens, they will take their blood riders, and their blood riders families with them.

Tribe Name: Chaklai Fighters (for the defense): 150. About 80 healers and clerics. 70 mixed bag of fighters, swordsmen, archers, nomad troopers, cavaliers, mages, and acolytes. Tribe numbers: About 600 (majority of the clan are farmers, animal breeders, healers) Location: Southern Sacae near Bern’s Macendew Chief- Amaya An elder woman who is also the head priestess of the large shrine of their people.
The Chaklai are a clan that specialize in healing and medicinal arts. As a result they have a small number of blood born fighters. This does not mean that they are defenseless. Their army consists of deserters of Bern, stragglers of Ilia, refugees, join their army in order to work and have a place to live. The chaklai train them and put them to the test. Those that they find to be spiritual are converted into healers, mages, or acolytes. Those that fail the training are converted to farmers or craftsmen. Those that join the clan are given a purification ritual. The life they had before they joined is discarded. They are reborn as members of the tribe.
A recent influx of refugees and good harvests despite the war, have helped to bolster the tribe's numbers. People who were formerly outsiders and have converted to the tribes way of life and religion. Numbers now rank into the 1000's.

Tribe Name: Arkya Warriors: Cavaliers, Archers, and Soldiers Size: ~240 (170 are warriors) Area: Northern Sacae Chief: Meuxa- philosopher and former hermit of the Ilian mountains that hails from an unknown Sacaean tribe, instead leads a new tribe based off of the ideology of human decency and the importance of individual ambitions Characters: Reed
Culture: The Arkya tribe is a very quiet group that resides near the northern part of Sacae and prefers to keep to themselves. Arkyan people are mostly known for two things: a common migration to Ilia to seek employment as mercenaries and agriculture that takes advantage of the slightly colder temperatures due to the close proximity with the mountains. Members are educated very loosely and have a peculiar dialect that is distinct enough for others that know of the tribe to recognize it easily. Housing and property is organized by small plots of land fenced off and isolated from other plots stemming from a belief in the coexistence with nature and animals (mainly horses). They are well-known to be very benign people that would be happy to host a guest for a night if needed.
Taming or breeding a horse is a rite of passage for young Arkyan Squires, and they are trained to bond deeply with their steed. Horseback skill is a necessity for status in Arkyan society, and many are encouraged to take their horse with them if they wish to venture out into the world. Tradition states that an Arkyan that loses his steed in battle from an arrow must remove the arrowhead from the fell beast and perform a blood pact with the dying animal as a way of connecting one's spirit to the horse.
Arkya is a tribe that encourages men to venture out into the world once they are of age, usually to become soldiers or hitmen. Women have often left to join Ilia's pegasus knights. However, as a custom, all Arkyan people are highly expected to return to their homeland after their days of glory to find a spouse (if not found during travels) and to settle in an unreserved area.

Size: ~260 (120 warriors) Area: Northeastern Sacae Khan: Luga - A 45 year old Swordmaster who dislikes pointless conflict and promotes neutrality to outsiders. He prefers to focus on keeping his people alive and safe over joining the battles of neighboring tribes. Characters: Saffron
Culture: Lythron is a generally peaceful settlement that sits amongst the rocky, treeless grasslands. Agriculture is a main part of everyday life, most of its people taking great care in nurturing the crops year after year to keep everyone feed. Small herds of animals are kept close to the settlement, providing meat and other produce to the village. Most of the people living here focus on supporting each other by making clothes, tools, and weapons for trade and gifting.
They rarely trade outside of their area, preferring to keep business within, but aren't afraid to sell to any travelers who seek temporary shelter. The warriors of this village practice fighting as both an art, and for its practical uses. The main one being protecting themselves from any attacks made by brigand tribes from the nearby mountains. The tribe itself is mostly defensive towards their foes, never striking first and preferring to give deadly counter attacks.
The tribe is known for taking in strays, be it wild children, lost travelers, tribeless sacaens. They leave it up to the individual whether they would stay or not, but are typically accepting of outsiders settling in their tribe if they truly nowhere to go. The extra benefit of new knowledge from the outside lands is also appreciated.
