Both.
Serene grace doubles the chance of secondary effects working.
Body slam has a secondary effect of paralyzing at 30 percent.
Headbutt and Rock Slide both have a 30% secondary chance of Flinching.
So, 60% paralysis, and if paralyzed, a 50% chance of being too paralyzed to move, and then 60% of that goes to whether you flinch or not. So, you have a little less of a 25 percent chance to actually hit.

Amazing. Most Pokemon should fall before it, if it's both IV and EV trained(or even simply EV trained!).
And, here's a 'short' explanation on IVs and EVs for Katara.
IVs: Individual Values
Individual Values(AKA, IVs) are points every single Pokemon(both yours, your enemies' and wild ones) has in every single stat. Said points range from 0 to 31, and, respectively, give you lower or higher chances of getting big stat boosts. Said IVs may and will vary, even within the very same species. You might have a Cyndaquil with 12 points in HP, while a friend of yours might have a Cyndaquil with a perfect 31(which, in turn, is extremely difficult to get). IVs can not be modified in any way, and are set once you catch(or get, in the case of starters and some others, like the ones you hatch or get from someone else) them.
Eg:
Any Pokemon with low IVs on a certain stat is prone to get lower boost on said stat, sometimes getting no boost in a level up. A Pokemon with perfect IVs(31) on a certain stat is prone to get high stat boost, and boosts in EVERY level, leading to a higher overall stat.
EVs: Effort Values
Effort Values(AKA, EVs) are points that Pokemon gain when they fight against other Pokemon, and win. Every Pokemon can have a max of 510 EV points, which should be split up in the various stats, while each stat by itself can only have a maximum of 255 points in it. EV training differs according to the Pokemon, and the stats you want to emphasize training in. High EVs in a certain stat may make your Pokemon gain as much as 70 more points in a stat, if trained using EVs since level 5(!).
You can only gain EVs in battles in which you actually get experience, so link battles, wi-fi battles and the Battle Tower(for the games which have it) don't count.
Every Pokemon has a set ammount of EV points, which, once defeated, are added to the EV points your Pokemon already had. Say, Zubat gives you 1 EV point towards the 'Speed' stat, and you would need to fight 255 Zubats in order to reach the stat's maximum EV total. However, there are some other Pokemon which give 2, 3 towards a specific stat, or even gives point in more than one stat! You should make use of such Pokemon, to maximize the stat boosts per level.
EVs can also be increased by using items such as Zinc or Calcium, which give a whooping 10 EVs towards the stat they are used in! Also, Held Items such as the Macho Brace(if I'm not mistaken) and the Effort Ribbon give you double the EVs per battle!

Well you're some what right about the Macho Brace. It doubles everything but halfs the Speed EV.
But when I trained Ludicolo I got very very lazy. I used gameshark to make every pokemon I ran into something that gave what I needed. Then after getting him to level 56 of pure fighting I just rare candied him to 100.
